VdE | Gerente de Finanças e RH | Action Contre La Faim (ACF) Mozambique
The Action Contre La Faim (ACF) Mozambique team is hiring a Finance & HR Manager to join its Field office based in Mueda, Cabo Delgado.
Conditions
- Contract6-12 months;
- Salary:Based on the Action contre la Faim Mozambique Salary Grid;
- Benefits: Medical Insurance, 13th month, Work Accident Insurance, 2 days of paid leaves per month, internal and external training.
General Mission
- Provide financial and HR management at base level in accordance with procedures laid down for the mission and ACF guidelines for provision of the optimum support for the programmes.
Specific Objectives
Mission 1: Provide leadership and constant support in the area of activity
- Monitor and analyse financial and HR indicators in his/her zone (including Budget Follow-Up);
- Support the Program Managers in the assessment of their needs;
- Approve Purchase Requests, Purchase Orders, Terms of References and any other documents requesting financial and/or HR validation.
Mission 2: Provide accounting services for the base
- Disseminate information about the accounting procedures of the unit and ensure that these procedures are respected;
- Ensure the comprehensiveness and precision of entries and the correct budgetary charge of expenses;
- Ensure the correctness of cash stocks and bank accounts;
- Forward any accounting information to the capital in a timely manner.
Mission 3: Managing cash
- Implement the Cash Management procedures on the base and ensuring they are respected;
- Ensure the availability and safe keeping of the necessary cash;
- Authorize and make payment for purchases falling within the monthly forecast of his/her base.
Mission 4: Provide Human Resources management
- Implement and apply the mission’s staff regulations and Human Resources policies at base level. Any adjustment of existing HR policies will require prior discussion with the Head of HR at country level;
- Implement the mission’s Human Resources procedures at base level and monitor their application;
- Ensure that ACF risk management policies, core values and charter are applied and with the field coordinator support for the risk management staff induction of the base;
- In charge of UNHAS booking requests and of the management of the Guesthouse;
- Social dialogue at base level in collaboration with the Field Coordinator and the Head of Human Resources Department.
Mission 5: Manage the Finance and HR teams in the base
- Day-to-day management of his/her team (guidance, follow-up, motivation);
- Evaluate the performance and develop the skills of his/her team members.
Required Skills
Diploma or Level of studies
- Higher degree in business, administration, Human Resources or finance;
- Professional certification in Human Resources, Accounting or Finance, would an added advantage.
Experience
- Minimum of 3 years professional work experience in a finance, HR or Administrative role for NGO (accounting, cash and budget management, knowledge of donor’s guidelines, internal audit process but also recruitment, payroll, administration activities);
- Experience in coaching and team building;
- Experience of managing & supporting staff.
Skills
- Advanced skills in computers;
- Proactive; Professionalism, Good interpersonal skills;
- Good knowledge of English.
