Job Purpose
To provide timely, effective and pro-active Human Resources administrative and operational support to the HR Mozambique department. Support in risk management in the Maputo Delegation, to ensure all IFRC (and other RCRC) personnel, assets, and operations are adequately protected, and to enable business operations even in the most complex environments.
Job Duties And Responsibilities
- Act as focal point for medical insurance in the Country Office for National Staff and ensuring compliance as per signed agreements and IFRC policies and procedures.
- Follow up on insurance enrolment for new staff and deletion of staff leaving with the insurance.
- Prepare the monthly payroll for all national staff and ensure accurate calculation of deductions, and benefit schemes as per the set IFRC Terms of Employment.
- Ensure adherence to Mozambique national labor law in all HR processes and procedures
- Recruitment – Carry out and follow up on the national staff recruitment processes.
- Onboarding - Carry out and follow up on the implementation of all onboarding procedures for new comers including when necessary, conducting IFRC mandatory trainings, organizing orientation briefings.
- Offboarding – Carry out and follow up on the implementation of the exit procedure for all national staff including
- if applicable clearance, final settlement and follow-up on the exit interview completion.
- Ensure that HR archives are in use and maintained according to the IFRC regulations (both hard and
- soft copies)
- Be the IFRC Maputo Office HR focal point for any audit for HR.
- Ensure timely and accurate handling of recurring data entry and consolidation tasks in the HRD365 system and other HR systems
- Prepare periodic HR reports.
Security related roles
- Respond to IFRC or RCRC-related security incidents/emergencies/crises to safeguard personnel, assets, and operations.
- Ensure any internal/external security related-incident or emergency is immediately and adequately reported to the Southern Africa Security Focal Point.
- Evaluate and record IFRC security incidents and identify incident/threat/risk patters or trends.
- Brief IFRC and other RCRC personnel or visitors/guests in matters of security risk management, including but not limited to arrival briefings, event briefings, special mission briefings, and VIP briefings.
- Support in the provision of security and safety trainings to IFRC staff at the Mozambique Delegation.
Education
- Bachelor’s Degree in Human Resources, Business Administration or other similar discipline. (Required)
Experience
- 3 years HR and administrative experience. (Required)
- Experience and understanding of HRIS systems. (Required)
- Work experience with RC/RC. (Preferred)
- Good knowledge and relevant work experience in working with Humanitarian organisations. (Preferred)

This is a national staff position open to Mozambican nationals. Candidates must be able to provide proof of their eligibility to work in Mozambique.
