SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About The Mission
Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 700 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission has opened in a complex security and administrative environment, where access is a major issue.
Solidarités International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas.
SI Is Currently Implementing
- Emergency WaSH response in Cabo del Gado,
- WaSH and shelter interventions, targeting the urgent need of the most vulnerable while improving the resilience capacity of the community,
- Food security project and food distribution.
- Deployment of RRM teams for WASH and multisector assessments and WASH responses in the country.
In link with the contextual changes in 2022, SI is seeking to develop a more resilient approach in its interventions, addressing the roots causes of underdevelopment in Mozambique, while keeping an emergency capacity to target the emergency faced by the most vulnerable populations.
About The Job
Responsibilities and main activities:
SI’s Mozambique mission is aiming in cooperation with ACF, to be able to make its own food distributions in Mozambique and reduce its dependence on WFP for procurement, transportation and storage.
- In collaboration with ACF identify the supplier storage and delivery capacities
- Identify the main food supply channels in Mozambique.
- Identify possible delivery times and locations in Maputo or other provinces
- Collect prices for the purchase and transportation of items in accordance with the quantities provided by the programs
- Truck rental prices per trip and capacities per food suppliers or others
- Storage price per location
- Time delivery
- Food prices (flour, oil, rice, maize…) confirmed by program team for each supplier according to a list of items done with ACF
- Identify the different storage possibilities in the country and the areas targeted for future interventions.
- Analyze what quality insurance policies are in use legally at country level, and what suppliers are doing practically
Your profile
Education / Academic Background
Education background in logistics management, transport, warehousing, supply chain, purchasing is an asset.
Specific Skills And Experience
- At very least 2 missions as logistic base manager
- Previous experience of logistics and supply in FSL program is mandatory.
- Previous experience of logistics and supply management is mandatory.
- Previous experience with SI and Knowledge of SI tools and processes is mandatory.
- Previous experience in unstable environment (conflict / post conflict country) is an asset.
- Management skills
- Understanding, knowledge of local cultural / religious codes and habits and capacity to adapt to this environment
- MS office.
- Good analytical skills, ability to adapt
- Good communication and diplomatic skill
- Good organization skills.
- Basic knowledge of electricity and/or plumbing is an asset.
Language
- English is mandatory.
- Portuguese (basic level at least) or fluent in Spanish or Italian is an asset.
- Swahili is an asset.
SI will offer you
A Salaried Position
According to experience, starting from EUR 2400 gross per month ( + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living Conditions
This position is field-based. Mueda has a market, a restaurant, and a bar; locally available ingredients are somewhat limited, but squid and fish, mangos (depending of the season), and other seasonal items are readily available, with imported goods available to be sent up from Pemba. SI has an office and guesthouse in Mueda, with running water, electricity, and internet during the day. Internet in the evening is often cut. The team in Mueda consists of 10 expats at the moment; there are a few other INGOs nearby with expatriate staff who often socialize together on the weekends. In Mueda the days are hot, but evenings are generally cool and comfortable. The months of winter (May – September) are very chilly. Occasional visits to Pemba will be required for visa extensions; where possible, this can be organized to include weekends. Pemba is a touristic city with beaches, several nice restaurants, and numerous grocery shops with imported goods.
The security environment is complex and requires close monitoring. Since the coastal territories have been retaken by the Rwandese troops in summer 2021, the AOG cells have moved to a guerrilla-type of attacks, targeting civilians in some of SI area of intervention (Nangade district, northern of Mueda district and Muidumbe district). Access to these areas is therefore limited and constrained by the evolution of context and following strong SOPs. Access to southern Mueda district is possible on a daily basis.
