Introduction


Mozambique is prone to natural disasters (cyclone and flooding following cyclone and heavy rains) and disease outbreaks (cholera, dysentery, and malaria). Cholera outbreak has been reported from different provinces and MOH is responding the cholera outbreak and partners are supporting the response actions.


Following the recent heavy rains more in the southern region of the country had resulted displacement of people and damage houses and infrastructures. Moreover, tropical cyclone FREDDY #1 and #2 cyclone has land fall and affected different provinces resulted in flooding with displacement of people and damage of infrastructures including of health facilities. Its effects has resulted an increase in cholera and interruptions of services.


WHO and other partners are supporting MOH and provinces on cholera outbreak responses including WHO has deployed staffs in the ground supporting the response activities.


Purpose


The purpose of the assignment is to provide administration and logistical support to the technical WHO response operations


Description Of Duties


  • Performs overall facilitation of field administrative, logistical and monitor performance.
  • Ensures compliance with organizational rules and procedures on all administrative and financial matters and transactions; undertake regular briefing sessions WHO team members.
  • Assists team members in the liquidations of WHO funds advanced to Government counterparts in line with the WHO Financial rules and regulations; Monitors the implementation of Direct Financial Contributions (DFCs) to Government, including the financial and technical reporting.
  • Provides coordinating support in preparation meetings and seminars in the field.
  • Take minutes and generate reports of field work
  • Assist with logistical arrangements as appropriate (i.e. arrange note taking, coordinate preparation of minutes and reports, and arrange for translation/interpretation).
  • Ensures proper administration of physical resources and office arrangement for team members including vehicle, office equipment, furniture and supplies and produce status report on a regular basis.
  • Assists and compiles requests for the procurement of goods and services; acknowledge receipt of goods and services including the maintenance and updating of the field inventory on non-expendable items.
  • Provides admin support to the team members including Processing of correspondences; Travel arrangements; Meeting arrangements; Processing of stationery requirements and its inventory; Maintaining a filing system.
  • Provides support to staff in initiating Travel Requests and advising on Travel Claim submissions with orientations on supporting documentations


Essential


Education:


  • -Completion of secondary education or supplemented by technical training or university courses in the field related to the work of the organization.


Desirable


  • -First degree in Business Administration/ Accounting/ Social Sciences or related field would be an advantage.
  • -Additional training in Financial, Human and material resources management is an asset.
  • -Training in, or sound knowledge of administrative procedures. Verification of Education


Experience


Essential


  • -2-5 years of responsible work in program support, finance, human resources, logistics and general office administration Desirable
  • -Experience in administrative support positions in WHO or another UN agency an asset
  • -Experience in Oracle-based or other ERP systems is advantageous
  • -Experience in staff supervision

Languages: Portuguese: Excellent, English: good knowledge;
