The Job holder liaises with other teams and contributes to the processes of the contracts and procurement entity by performing the following tasks:
- Carry out work in compliance with Company values and policies, relevant laws and regulations, Company procedures and good industry practices.
- Perform source to contract process for goods, services in line with Company procedures (Liaise with the relevant technical teams (DUET).
- Evaluate contractual proposals and assist in evaluation of technical and commercial proposals where applicable.
- Administer the Recommendation to Award Report. Prepare and participate to the contract committee. Finalise contracts.
- Manage the Contracts assigned in accordance with the agreed T&Cs and that Company’s interests are protected at all times.
The Job holder executes the following activities:
- Handle the processing of purchase requisitions (PRs).
- Analyze all Purchase Requisitions (PR) expressed by Partner Entities to ensure that adequate material specification, budget authorizations and relative cost centers have been provided to finalize S.O.W.
- Propose the bidder lists according to the nature of the requests, evaluate offers and prepare the RTA.
- Organize and lead negotiations with suppliers associated with award and performance of POs.
- Ensure reception of acknowledgement of receipt for Purchase Orders from suppliers.
- Negotiate and solve all changes leading to amendment from Partner Entities or suppliers/contractors .
The Job holder ensure the Compliance:
- Ensure compliance of the procurement process with all internal Company rules (including TotalEnergies Code of conduct) and all applicable laws and regulations.
- Ensure that all procurement activities meet audit requirements in order to minimize any potential partner/claims or court actions. The Job holder adheres to the H3SE rules.
- Be in constant alignment with H3SE Company rules, Procedures, Instructions and applicable legislation.
- Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans.
Context and environment
Mozambique LNG is emerging as a future leader in the global LNG industry as it works to develop an LNG facility on the Afungi peninsula in Cabo Delgado province.
The job holder works in a multidisciplinary Contract and Procurement environment (exploration, drilling, development, work in sea and land, informatics, telecommunications) in an international environment and in a local content environment all at once.
Lack or untimely delivery of materials or services whatever its value may have important production and financial consequences. A good understanding of the local industrial background enables judicious choices for foreign or local purchasing.
The Job holder is expected to pay special attention to local agency regulations when placing orders and works where he/she establishes contractual documents and participates to the optimization of the economic performance of the project by contributing to the execution and administration of the contracts in line with the Project Governance and objectives and in compliance with TotalEnergies standards and requirements. The Senior Buyer may mentor Buyers.
Candidate profile
- Bachelors or Masters degree in relevant area
- International Experience Required: No
- Professional experience : 6-7 years (Minimum 2 years in technical contracts domain) with exposure on operations
- Personal Abilities: Advanced Management, Advanced Human Relations, Problem Solving and Planning /organizing / coordinating / controlling,
- General knowledge and understanding of commercial, legal and insurance issues affecting the company in general. Customer-oriented, intermediate negotiation skills
- Good communication, organizational skills, capabilities to take workload & work under pressure, able to work in a multicultural and cross-functional environment.
- Intermediate level in Purchasing Technical Competencies required
- C&P tools advanced certification required
- Good command of English language
