Under the overall guidance of the Deputy Head of Office and the direct supervision of the Head of Field Coordination Unit, the Field Humanitarian Associates will support the implementation of inclusive and effective field-level coordination to ensure delivery of multi-sectoral humanitarian assistance, and maintain liaison with humanitarian agencies, district authorities and other actors across areas of operation.

 
Duties and Responsibilities

Working under the overall guidance of the Deputy Head of Office / Head of OCHA Pemba and under the direct supervision of the Head of Field Coordination Unit, Field Humanitarian Associates will undertake the following tasks:
  • Regular monitoring and analysis of humanitarian risks and preparation of qualitative and quantitative report highlighting humanitarian, social, political, and other relevant factors that may affect the overall humanitarian situation in the assigned area of operation.
  • Support in organizing rapid needs assessments and participate in regular monitoring field visits to gather and verify information required to better understand the humanitarian situation and needs of IDPs, host communities and returnees.
  • Assist in gathering data and reports on emerging relief needs, as well as the arrival, transportation, and distribution of humanitarian assistance to affected population.
  • Assist in the implementation of inclusive, field-level coordination mechanisms through regular liaison with district authorities, UN operational agencies, local and international NGOs, including development and peacebuilding actors. Maintain and update contact lists of the partners in the assigned area of operation.
  • Provide logistical support for field-level coordination meetings, including preparation of information packs and recording of minutes and notes.
  • Support with drafting written products including meeting minutes, district profiles, talking points, snapshots, and weekly or daily situation reports.
  • Draft reports on field visits to affected communities, IDP sites and host communities ensuring an adequate and accurate record of events. Provide translation, both verbal and written, from and to Portuguese, local languages, and English.
  • Mapping of humanitarian operational and physical presence in the assigned areas of operation.
  • Perform other duties as may be required by the Deputy Head of Office / Head of OCHA Pemba.

Required Skills and Experience
 
Education:
  • Secondary Education. 
  • Undergraduate university degree in Political or Social Science, Law, International studies, Public Administration, or another related field is desired but is not a requirement.
Experience:
  • Minimum 2 years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management and/or coordination.
  • The overall professional experience must include at least 1 year of field experience based in crisis-affected context and/or involving inter-agency coordination in natural disasters and/or conflict emergencies.
  • Experience working in the UN system and/or local and international NGOs are desirable.
  • Proven abilities in data collection, compilation and analysis with excellent report writing skills and effective oral communication.
  • Proven skills in facilitating meetings.
  • Proficiency in MS office suite.
