The opportunity
- Assist the Project Manager and Implementation Partners in the design and implementation of integrated planning, monitoring, and evaluation system.
- Support adherence to the project M&E framework and to the global M&E framework with the direction of MEAL Specialist from Plan Finland;
- Lead Evaluation events (Baseline, Midline and Endline): design TOR, participate in selection of Consultant and liaise with the selected consultant, organize meetings and review evaluation reports.
- Train Plan project and implementation partner’s staff, including those from the government on the MANDZIKU Result framework, data collection tools, and documentation (compilation of project success stories, Most Significant Changes, etc.).
- Documents project implementation and changes generated by the project through surveys, success stories, documentaries, Most Significant Changes, booklets, etc and maintains crucial project documents which track project progress.
- Ensure that project feedback, results, and lessons learned are effectively fed back to inform adjustments and improvements in project approaches, scale-up, delivery and engagement of the beneficiaries and stakeholders
- Organize monthly, quarterly, and annual reflection meetings with project staff (partners included) – for the annual reflection meeting, include government and other relevant stakeholders.
- Supports in preparation of all monthly, quarterly and annual project work plans and reports as required by Plan International Mozambique and the donor and by other project stakeholders and beneficiaries as appropriate providing relevant and accurate data and analysis.
- Identifies any potential issues or risks that could affect the progression of the project and communicate these items with the Project Manager through the Issue Matrix (Issue Log).
- Provide support to other projects implemented in PA Maxixe in terms of M&E (database, data collection and analysis, filing, and M&E reports).
- Perform regular quarterly visit to the Implementing Partner and produce the respective report – Prior the visit TOR should be submitted for approval.
About You
- Master’s Degree in Social Sciences/Statistics.
- Good communications skills in Portuguese and English.
- Assesses effectiveness to improve evidence and quality by designing appropriate measures and assessment methods, using on-going monitoring and assessment to improve project design and implementation, initiating research and conducting evaluation, assessing the results and sharing results and learning.
- Advanced knowledge of the rationale and practical implications of being rights-based, gender transformative, participatory, working in partnership; evidence-based and working to strengthen civil society;
- Experience in use of participatory approaches for data collection and feedback.
- Sound experience working in projects concerning child rights and Sexual Reproductive Health which heads towards gender-based social norms change.
- Experience in training in MERL tools and practices for project staff, partners and stakeholders.
- Flexibility, persistence, and ability to work well in a multi-sectoral and multi-cultural team;
