Background

Enabel is the Belgian Development Agency. It executes the Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges - climate change, urbanization, human mobility, peace and security, social and economic inequalities - and to promote global citizenship. With 2,000 employees, Enabel manages some 170 projects in some twenty countries, in Belgium, Africa and the Middle East.

In Mozambique, through the cooperation portfolio 2023-2029, Enabel aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages. 
In view of future needs for further development of its activities, Enabel is currently looking for a Monitoring, Evaluation and Learning (MEL) Officer, to be based in Maputo, Mozambique.
 

Job description

 

The job objective: 

The main objectives of the MEL Officer position are;

  • Guaranteeing the existence, quality, reliability and adaptation of the results monitoring and learning system at the level of each project and/or portfolio. 
  • Ensuring that the projects and/or portfolios have relevant information about results and use it for decision-making, learning and rendering accounts of results achieved against the fixed objectives.

 

Major roles and responsibilities: 

  • Put in place a system for monitoring the results to have all necessary information to generate the necessary data. 
  • Advise and support the people in charge of MEL to provide each indicator with information and use the information generated by the MEL system.
  • Organise and support learning activities to ensure that lessons are drawn, that the relevant experiences from execution are capitalised on and disseminated, in accordance with Enabel Results-Based Management (RBM) guidelines. 
  • Promote a results-oriented culture and ensure that management for development results becomes a shared responsibility for Enabel as an organisation to be recognised for its development results. 
  • Network with RBM/MEL resource persons of Enabel and other organisations to continuously learn, share lessons learned, get information about recent MEL evolutions and adopt an innovative attitude. 
  • Build partner entity capacity to contribute to the improvement of their organisation, processes and systems and of their staff’s competences.

Your profile

 

Required qualifications:

  • Preferably a Master's degree in a relevant field.
  • Bachelor's degree with a minimum of 5 years’ experience in a relevant field will be accepted.

 

Required experience:

  • At least 3 years of professional experience in monitoring and evaluation in various development projects. 
  • Proven expertise in M&E methodologies, including existing approaches and theories, norms and standards, sampling methods, quantitative and qualitative methods, quality and validity of data, analysis and interpretation of data 
  • Knowledge of the project management cycle.
  • Fluent in English and Portuguese with excellent writing and reporting skills for different audiences 
  • Information (data) management and knowledge management skills 
  • Good IT skills (spreadsheets, word-processing) 
  • Good analytical and synthesis and communication skills 
  • Good organisational skills 
  • Sense of responsibility and initiative
